to be a potential candidate for promotion (1) In the case of gazetted posts, in order to be promoted in civil service, group or sub-group vacant posts by performance evaluation and seniority and performance evaluation, employees with the minimum service period and educational qualification as per section 21 of the relevant service, group or sub-group under the relevant service, group or sub-group in the case of gazetted posts. Will be a potential candidate. In the case of gazetted posts, the following civil servants who have the minimum service period and educational qualification as per Section 21 of the Act will be potential candidates:- (a) All civil servants below one rank of the relevant service, group or sub-group working in all Ministries, Secretariats or Commissions and their subordinate departments and central level offices for vacant first class posts in all ministries, secretariats or commissions and their subordinate departments and central level offices . (b) In case of vacant posts of regional, zonal, divisional, district and locality level offices in the district,-
